DESCRIPTION
	This utility lets you dump F1RS car settings files (normally stored
	in the ...\Saved\Settings\ directory), and MGPRS2 settings files.
	As F1RS/MGPRS2 uses percentages for most settings in its user interface,
	both the normal values and the percentages are dumped.  All the normal
	values are dumped as they are stored in the file.  I've converted some of
	them though, and I'm not sure about the certain units, which I've omitted.

	Settings files contain two setups, a race setup and a before-race
	setup.  The before-race setup is only relevant in a non-race session
	during a race weekend.  So, for example, if you're saving your settings
	during time attack mode, they are stored in the race setup.

HISTORY
	v1.0 11-Feb-1998:	Dumps F1RS settings files.
	v1.1 25-Dec-1998:	Also dumps MGPRS2 settings files.
	v1.2 10-Jan-1999:	Shows MGPRS2 track names.
						Shows 'toe' instead of 'parallel'.

BUGS
	- Sometimes some percentages are off by 1.
	- I'm not certain if the packers range should be 0-40mm or 0-100mm.
